I understand that the Automated Provisioning does not work for you. Here are a few places that you can check:
1. Can you check if you have started the provisioning from Azure Portal > Enterprise Applications > Freshservice Provisioning > [Provisioning Tab] and validating if "Start Provisioning" is greyed out (i.e. enabled)?
2. Could you click on “Restart Provisioning” on the same page? This ensures that if the provisioning was stalled for some reason, they are resumed.
3. Can you check the scope and see if "only assigned" or "all users" is enabled? If you have enabled "only assigned", you might want to add in a few users from the "Users & Groups" section of the app.
