If you would like to sync all users, which would be the easiest, we would suggest that you set your "Scope" to "Sync all users" in the Provisioning Settings on Azure.
If you would like to sync only a subset of users, who are currently managed by groups, we would suggest that you set the "Scope" to "Sync assigned users and groups" and ensure that the group is added to the "Users & Groups" section.
Note that only the group (as a resource) will not be provisioned but the members of the group will indeed be provisioned.
Just in case you feel the provisioning is stalled for some reason, we would suggest that you use the “Restart Provisioning” functionality. You can do this via Azure AD Portal -> Enterprise Applications -> Freshservice Provisioning. Click on the “Provisioning” tab. Now, among the top tabs, you should find “Restart Provisioning”. This will re-push all users and continue to work for all upcoming automated provisioning requests as well.
